BUSINESS PLAN
Mr George spoke of the Business Plan and asked the meeting to empower the Executive Committee to produce the plan and carry it out without having to come back for formal ratification at an AGM.  This was proposed K Boal seconded by D Gerrard and passed unanimously.

SECTION 1 - WHY WE ARE HERE


The objectives behind the British Bowling Section are:

1 To promote the game of bowls both indoor and outdoor within the organization of the Fire Service and to encourage serving and retired members to participate.  In order to do this we must have fellowship and enjoyment as well as continuity as how as a Section we can achieve this.

SECTION 2 - PRESSURES FOR CHANGE

What and why we do things the way we do and why should we change.  Is it pressure that will make us change?  The thoughts listed below show the reasons why we must probably change.

1 Priorities
2 To move forward
3 To have/get continuity
4 Financial restraints
5 Lack of interest/social inclusion
6 Communication
7 Acceptance/ageism
8 Demographics
9 Threat to outdoor game

Have we any ideas how we can improve ourselves with the above in mind, not just at British level but at grass root Fire Brigade level.  It is for us all to think about it, but not just think about it, be positive and do something constructive about it.

SECTION 3 - IDENTIFY THE ISSUES OVER THE NEXT 3 - 5 YEARS

What are we going to do now regarding sections 1 and 2.

2 A Handbook
3 Communication
4 Games
5 Capture the History of the Section
6 World Firefighter Games/World Firefighter Bowls Competition

With this section all aspects are possible.  Ideally corporate sponsorship and a handbook with the history of the bowls Section and constitutions etc would bring in finance, it would also help with communication.  If we played more games would that raise awareness and finally could we host number 6 only if there was financial backing.  Would we get backing from F.S.S.A.A.

SECTION 4 - STRATEGY AND POLICY
ARTICULATE A STRATEGY FOR DELIVERING/DEALING WITH THOSE KEY ISSUES

How we can achieve our strategy and policies what resources have we got.

1 Enthusiasm
2 Leadership
3 Sell what we have got/advertise
4 Support from C.A.C.F.O.

This Section speaks for itself.  We require enthusiasm and leadership and to sell the Section we should be writing to Bowls magazines with results and reports.  This would give us a wider audience for the Section.  Finally we must get C.A.C.F.O. on our side in possibly helping areas with transport etc.

After further discussion it was decided that in year 1 the draft business plan would run from June 2001 - May 2002.  In that period we would hope to:
1 Finalise the constitution and byelaws
2 Get the basis and information for history plus the handbook
3 Finance
4 Communications

In the second year have the handbook published and have an indoor top ten competition.  If all these things were successful we could then look at year 3 culminating with the World Firefighter Bowling Competition in year 4.

It was agreed that I Fleming would look at communications, P Hood would deal with the handbook, C Andrews would take the finance on board and K Boal would look at the constitution byelaws for the Four Nations, Team Managers duties and selection criteria and dress code.  A progress report would be given at the forthcoming A.G.M.
